Under the paradigm of activation, the Public Employment Services has been reshaped by two levels of contractualization. On one hand, the collaboration of the administration with a network of agents on the programme scheme that make up the active policies of employment. On the other hand, the unemployed person?s access to a compartmentalized offer of services and individually taking responsibility for finding work. Transformations in Lifelong Guidance Provision

In this chapter, the transformations taking place at the different levels of guidance provision are analyzed. The aim was to provide a tool to examine the interface between multisectoral guidance practice and policy development. On the basis of earlier research on regional guidance networks, a model is introduced in which schools, social, health, and public employment services can jointly design, implement, and evaluate guidance services. The Employment Effect of Reforming a Public Employment Agency

By how much does an increase in operating effectiveness of a public employment agency (PEA) and a reduction of unemployment benefits reduce unemployment? Using a recent labour market reform in Germany as background, we find that an enhanced effectiveness of the PEA explains about 20% of the observed post-reform unemployment decline. The role of unemployment benefit reduction explains just about 5% of the observed decline. Due to disincentive effects resulting from the reform, the reform of the PEA could have had an even higher impact on unemployment reduction if there had been less focus on long-term unemployed workers.

Patronage is one of the enduring issues in public administration. Although the virtues of merit-based recruitment and retention in the public service are extolled widely, patronage of some form persists in many, if not most, countries. By using system dynamics modeling applied to performance governance, this chapter provides an analysis of both the pathological and the eufunctional aspects of patronage appointments in the public sector. It also considers the potential virtues of using patronage appointments. In addition, using a dynamic performance governance model, we examine how patronage may actually improve the performance of public services.

Latvia has recorded sustained GDP and productivity growth since 1997. Yet unemployment rates, despite gradual decrease, have remained high. The paper explores the mysteries of unemployment in Latvia. It analyzes labor flows between employment, unemployment, and nonparticipation and finds the following results: The type of education and the region of residence appear to be the most important determinants of success in finding jobs by the unemployed. The unemployed from ethnic minorities have lower chances to find a job within a year, other things equal, while the difference between genders is not significant. Internet-Based Employer Search and Vacancy Duration: Evidence from Finland

This study investigates the effect of the introduction of the public employment agency's Internet-based service on the duration of employer search. The analysis exploits the introduction of a web-based service by the Finnish Employment Agency in October 2002. The results, based on information on job vacancies announced via the public employment agency between 2002 and 2003, indicate that the introduction of the web service, in general, shortened the duration of employer search. However, we find that the introduction of the web-based service shortened the average duration of vacancies in some regions but not in others.
